- Abstract: The realization of this work seeks to serve as a tool for organizations whose purpose is the management of a considerable number of projects of different natures and approaches, which may be initiating and / or may be in simultaneous progress. Projects specifically belonging to the Directorate of Alternative Energies that have the function of carrying out the development and care of all the projects in the area, taking care of public policies and the development of Paraguay. Development that must come urgently, due to the delay in the regulation and promotion of alternative energy, due to the presence and disposal of hydraulic energy. Although the potential for hydraulic power generation can still be developed, it is necessary to grant Paraguay's energy matrix a greater number of alternatives that strengthen and diversify it. Energy such as sun, wind and land products, with high potential in the national territory as a sub-tropical country with high solar radiation and extremely fertile land for its use. This work sought to implement the knowledge of portfolio management to take advantage of all the energy potential of the country in the most effective and efficient way and assist those who are in charge of its development. The legal framework of the Paraguayan State, the National Development Plan 2030, the National Energy Policy of the Republic of Paraguay 2040, the Sustainable Development Goals, the Paris Framework Agreement for climate change and the attributions of the Directorate of Alternative Energies. Testing the criteria developed using 6 projects today for validation
